Locusts symbolize the soldiers, the masses, and the rubbish people who resemble human waves-the mob- . They could also refer to rain if they are seen falling on rooftops. If they are too many and are flying between people or between the earth and the sky, they could mean torture. The same would apply to lice and frogs, as the Children of Israel were tortured in this manner.
