If-person sees-sword-belt handing from his neck in such-manner that the sword hangs on the ground, it means he will wield power proportionate to the length of the sword. But will at the same time be incapable of discharging his duties as-result of his weakness. But if the sword is short and it does not touch the ground- due to the shortness of the belt, it means he will relinquish his power due to his dislike for it. If the belt is cut it means he will lose control of his power or be absolved from his duties.
